Kanji Watanabe (Takashi Shimura) หัวหน้าแผนกบริการประชาชนของสำนักเทศบาลที่ใช้ชีวิตท่ามกลางกองกระดาษไปวันๆ อย่างไรค่า และไม่เคยลาหยุดเลยตลอด 30 ปี แต่แล้วเขากลับพบว่าตัวเองเป็นมะเร็ง และจะอยู่ได้อีกไม่กี่เดือนเท่านั้น เขาเลยตั้งใจที่จะทำสวยสาธารณะเพื่อประชาชน โดยเขาต้องเผชิญกับความล่าช้าของระบบราชการ, การคอรัปชั่น อีกทั้งเรื่องการเมืองอีกด้วย
